HORSEHEADS -- More development is coming to the Southern Tier Crossing shopping center in Horseheads.
     Construction crews have begun work on a new Texas Roadhouse Restaurant between Wal-Mart and I-86.
     The 7,000 square-foot restaurant is expected to open in November, bringing about 170 jobs with it.
     This is just the latest business to come to Southern Tier Crossing -- Jo-Ann Fabrics is scheduled to open in September in the old Circuit City location.
     And Hobby Lobby opened in June in Consumer Square right down the road.  However, there are still several open storefronts in both shopping plazas.
