SOUTH WAVERLY -- Contract negotiations are finally complete, and the Borough of South Waverly still has its police department. Earlier this week, borough council unanimously approved new contracts for the department's two full-time officers – Sgt. Jesse Harris and Patrolman James Tappan. Both are members of Teamsters Local 529 in Elmira. Union president John Farwell tells WENY-TV News the new contracts are retroactive to January, and will expire at the end of next year. Last fall, some council members wanted to dissolve the police force to save money, causing public outcry.
