23rd Congressional District candidate Nate Shinagawa says investment in infrastructure can turn the Southern Tier economy around.  Shinagawa says the rising unemployment rate in Elmira and the Sikorsky plant shutdown are just two examples of Congressional inaction hurting locals.  Shinagawa supports funding infrastructure such as the I-86 expansion project because it creates jobs and attracts more customers to local businesses.  "One of the big examples is the CVS Distribution center that created several hundred jobs in the Chemung County area. Investment in infrastructure makes sense. It's the ground work that we need to have business come into the area" says Shinagawa.
