HORSEHEADS (WENY) -- The plan to build a new apartment complex in the Town of Horseheads in moving forward.  Conifer Realty is planning to build a 56 unit, 7-building development at Gardner Road and Biltmore Drive in Horseheads.

         On Wednesday night, the town planning board gave the project a positive recommendation.  The complex will include one, two and three bedroom units, and a community building.

         The plans are now being sent to the Town Board for approval.  Company leaders say they hope to break ground next year, with an opening sometime in 2015.
