ELMIRA, NY (WENY) -- The organizers of a proposed Elmira charter school plan to submit their letter of intent to the state.
       The Founding Board of Finn Academy - An Elmira Charter School must have approval by the Institute of the State University of New York in order to open. The school plans to submit a full proposal in April.
      If approved, the Finn Academy would open in September 2014. It would initially include grades K through 2, and expand to serve K through 8.
