(WENY)--- Governor Andrew Cuomo will announce next year's budget without raising taxes or fees.

Cuomo's budget address later today marks the start of a three-month negotiating window with state lawmakers to finalize New York's budget for next year.

He's expected to propose about $132 billion in spending and attack a deficit of at least $1 billion with the aftermath of Superstorm Sandy and tax collections lagging behind projections.

Topics will include the expanded casino gambling, education and he may even touch on hydrofracking in the state.

The budget deadline is March 31st.
