      OWEGO, NY (WENY) -- Industrial Development officials in Tioga County, New York granted tax breaks for Tioga Downs, for construction of a six-story hotel and convention center.
     Wednesday night the IDA approved a $5.2 million dollar payment in lieu of taxes deal with Tioga Downs over a 19-year period. 
       As we've reported, Tioga Downs owner Jeff Gural wants to build a 135-room hotel and 85,000 square foot events center. He also wants Tioga Downs to receive one of three full-fledged casino licenses Governor Cuomo proposed for Upstate New York.
      According to the proposal, Tioga Downs would add 70 new employees to its payroll. The project could begin this April, and is estimated to be completed in May 2014.
