Man Who Attacked Teenager Jogger Sentenced
ELMIRA, NY (WENY) -- The Oklahoma man found guilty of attacking and sexually abusing a teenage jogger in the town of Chemung last summer received the maximum sentence for the crime.
Twenty-seven year old Tyrel Welch was sentenced to seven years in prison for one count each of first degree sexual abuse, and second degree strangulation. Welch, who was working for the oil and gas industry in Bradford County, attacked the 17 year old girl in June, as she ran on North Road In Chemung.
The victim testified Welch attacked her from behind, strangled her until she passed out, and felt him put his hand down her shorts just before she lost consciousness. DNA tests from the victim's underwear were used in the investigation against Welch.
Welch was arrested in Oklahoma more than a month after the attack. Police testified that Welch told them he didn't mean to strangle her, and was just trying to reach for her phone.
