In his budget address, Governor Cuomo says he’s focused on spurring the upstate New York economy.

Elmira (WENY) - In his budget address, Governor Cuomo says he's focused on spurring the upstate New York economy. The budget includes $7 million to market and promote upstate attractions and products. Mayor Skidmore welcomes the help, but says the only real way for the city to get what it needs, is to remove some unfunded mandates.
     “I have to have the ability to increase my levels of funding and if i need to raise taxes with everything that still mandates of negotiations and those sorts of things, that can push my budget over the 2 percent before making any other improvements to the city,” says Skidmore.
      New York state leaders will try to pass this year's budget before the March 28th deadline. They were able to pass last years budget on time.
