Pennsylvania Lawmakers Reconvene

HARRISBURG, Pa. (AP) - Pennsylvania state government is in its second day of greatly diminished spending power since Governor Tom Corbett withheld his signature from budget legislation, and House and Senate Republicans are fighting over a key companion bill.

The House is scheduled to reconvene late this morning.

Corbett has given no indication when he'll make a decision on the $29.1 billion spending plan that lawmakers sent him Monday night.

Meanwhile, changes engineered by House Majority Leader Mike Turzai to a budget-related bill favored by Senate GOP leaders virtually guarantees that a rocky spring session for Republicans will drag farther into summer.

The government is barred from making most payments without a budget, but the government can keep funding its most important functions, including prisons, state police and medical care for the poor.
