Your forecast for March 13th

TWIN TIERS -- Good morning. Here's your latest First Warning Forecast:

Temperatures: Morning numbers in the single digits. Afternoon readings will only recover slightly with highs in the teens.

Wind Chills: A combination of stiff northwesterly wind speeds and temperatures in the single digits will provide wind chill readings for sections of the area in the -10 to -20 range. By afternoon, wind chills will only recover to between -5 to +5.

Wind: Northwest 15-25mph with higher gusts.

Weather: Filaments of lake-enhance snow showers and flurries will occur south of Seneca and Cayuga Lakes through the morning. There could be a new trace to coating to 1". Otherwise, expect flurries with a combination of sunshine and clouds.

Watches, Warnings, Advisories: Wind Chill ADVISORY for Steuben County, Tioga and Potter Counties in Pennsylvania. The advisory is posted through midday for the counties I just mentioned. Wind chill advisories are issued when a combination of cold temperatures and wind speeds make for dangerously cold conditions to any exposed skin. Make sure exposed skin is covered. Remember, frostbite can occur on exposed skin in 30 minutes with wind chills Near -20. Dress warm and in layers if you need to be outside for any prolonged period of time. Also, make sure you are wearing a hat, gloves or mittens and make sure pets stay indoors!

* HAZARDS...AREAS OF BLOWING SNOW AND DANGEROUSLY COLD WIND
  CHILLS.

* TIMING...NOW THROUGH LATE MORNING.

* TEMPERATURES...2 TO 13 ABOVE.

* WINDS...NORTHWEST 15 TO 20 MPH WITH GUSTS UP TO 30 MPH.

* WIND CHILLS...AS COLD AS -10 TO -20 BELOW ZERO.

* IMPACTS...HAZARDOUS TRAVEL DUE TO BLOWING SNOW. BITTERLY COLD
  WIND CHILLS WILL RESULT IN THE RISK OF FROSTBITE AND HYPOTHERMIA
