UPDATE (5/16/19) According to the Elmira Police Department, Murrell has been charged with harassment, criminal obstruction of breathing, obstructing governmental administration and three counts of endangering the welfare of a child. 

UPDATE (6:33 p.m.) - Police arrested 32-year-old Charles R. Murrell of Elmira. The arrest follows police responding to a report of a domestic incident. Police say the other man that was inside the home was released immediately. Officers from the Elmira Police Department, West Elmira Police Department, New York State Police and Chemung County Sheriffs Office were on scene to help assist. 

UPDATE (4:41 p.m.) WENY's reporter on scene says two men have come out of the home and were subsequently taken into custody. 

ELMIRA, N.Y. (WENY) -- Elmira Police have confirmed to WENY News a stand-off situation is unfolding on Standish Street. 

There are reports of a heavy police presence surrounding a home. Police say portions of the road have been blocked off.
