ELMIRA, N.Y. (WENY) – GST BOCES has announced the appointment of its new district superintendent.

The Board of Education announced Kelly Houck will fill the vacant seat after Superintendent James Frame retired.   Houck’s appointment has been approved by the New York State Commissioner of Education Dr. Betty Rosa and will be finalized by the New York State Department of Education.

Houck will begin her tenure before the start of the new school year. She has been the superintendent of schools in the Dundee Central School District since 2014. Before that, she served as superintendent of schools in Canaseraga for two years.

Before that, Houck worked in the Bradford Central School District for 14 years as a classroom and special education teacher, director of special education, building principal and transportation supervisor. She earned a bachelor’s degree in elementary education and a master’s degree in elementary and special education from Mansfield University. She also has a school district administrator certificate from SUNY Brockport.

“We are thrilled and excited to have Kelly Houck head our BOCES administrative team, serve as our regional representative to the state Department of Education and help to facilitate the work of our 21 component school districts,” GST BOCES Board of Education President Don Keddell said. “She comes with an exceptional background, the proactive student-centered philosophy that is at the center of our educational future and the strong support of all of our organizational and regional stakeholders.”

“I cannot thank all the stakeholders enough for this incredible opportunity,” said Houck. “I am beyond thrilled and excited to be joining the Greater Southern Tier BOCES team. I look forward to working with all members of the GST team to not only continue to achieve regional success, but to be the leading edge for our region and beyond.”
