Congressmen Keller, Cawthorn unveil legislation to expand federal aid to students attending workforce readiness programs
WASHINGTON, D.C. (WENY) – Wednesday, Pennsylvania Congressman Fred Keller joined North Carolina Congressman Madison Cawthorn in introducing new legislation that aims to expand opportunities in short-term occupational programs.
The Connecting Higher Opportunities in College Education Act – also known as the CHOICE Act – would expand the federal Pell Grant program and other assistance under the Higher Education Act by letting students in short-term occupational programs qualify for need-based assistance. Currently, aid like Pell Grants is typically only awarded to students attending college.
Eligible programs under the CHOICE Act include vocational, skills-based, on-the-job and other workforce readiness programs.
“A four-year college degree is not for everyone, and occupational programs offer a pathway for students to emerge into a workforce that needs them now more than ever,” said Rep. Keller. “Going straight from high school to the factory at Conestoga Wood Specialties, I learned the on-the-job skills needed to grow in my career. The CHOICE Act ensures that vocational education is accessible for many more students by expanding the eligibility requirements for Pell Grants. Boosting enrollment in these much-needed programs is good for students and employers and paves the way for a strengthened workforce that meets the needs of in-demand industries.”
