Horseheads Man Pleads Guilty in Explosives Investigation
ELMIRA, NY (WENY) -- The Horseheads man arrested in November after setting off an explosive device in Chemung County and later caused his entire neighborhood to be evacuated has pleaded guilty.
According to Chemung County District Attorney Weeden Wetmore, Michael Hilliard, 43, pleaded guilty in county court to two counts of third degree Criminal Possession of a Weapon, and one county of first degree Reckless Endangerment.
Hilliard attempted to detonate an improvised explosive device on November 3rd, and later successfully detonated one on November 5th on Merka Road in the town of Veteran. The unexploded device was found by a Veteran Highway Department employee on November
He was arrested on November 11th, after he was pulled over while driving a U-Haul in Tompkins County. A search warrant of his apartment in the village of Horseheads the following day revealed a myriad of bomb-making equipment and hazardous materials police say could have been "catastrophic" for the neighborhood.

Local, state and federal authorities evacuated a two block radius of the apartment for about 48 hours, to safely remove the materials and chemicals found in Hilliard's apartment.
Hilliard is scheduled to be sentenced in March, where he faces a sentence of four to 12 years in state prison.
