Strike Latest: 85% return-to-work goal missed, DOCCS says

ALBANY, N.Y. (WENY) -- A supposed deal to end the ongoing Corrections Officer strike reached between New York and union representatives over the weekend will not go into effect after the 85% return-to-work mandate was not met, The Department of Corrections and Community Supervision announced in a press conference Monday.
The deal required striking CO's to return to work Monday, March 10 by 6:45 a.m. It was approved by DOCCS, The New York State Correctional Officers and Police Benevolent Association and the NYS Director of Employee Relations.
DOCCS Commissioner, Dan Martuscello said New York has also started the termination process for 2,000 officers who did not return to work. However, it remains to see how many, if any officers will actually be fired.
The most recent deal, issued in a Memorandum of Understanding Saturday, included a temporary 90-day suspension of the HALT Act, as well as the formation of a committee to review the act to focus on the safety of staff and inmates.
Changes to overtime were also addressed, with the goal to minimize and eliminate 24-hour mandatory overtime.
The MOA said the state would reinstate health insurance back to the first day of absence, as long as the COBRA rate is paid and employees return back to work.
Striking Corrections Officers WENY spoke with on Sunday called the deal a "slap in the face."
As of Monday, several officers were still striking outside of the Elmira Correctional Facility. There is still no word on exactly how many officers are still on strike at ECF, or other prisons statewide. WENY News reached out to NYSCOPBA to get more information, but have not heard back as of publishing.
Despite not meeting the return-to-work threshold, New York State declared the strike "over" on Monday. DOCCS says they will honor the deal’s overtime and some other provisions.
The Corrections Officer strike has been going on across New York State since officers began striking on Feb. 17 outside ECF and Collins Correctional Facility.
