Police say Franklin Russell, 51, was alone in a shed with the minor last week when he pulled down his pants and forced the girl's arm to touch his private parts. The victim then ran away and told her parents.

Russell is charged with corruption of minors, indecent assault, open lewdness and indecent exposure. Russell is scheduled to appear in court next week.
