New York (WENY) - With three days to spare, New York has adopted its third straight on-time budget, something that hasn't been done in 30 years. State lawmakers, Gov. Andrew Cuomo and legislative leaders say the $135 billion budget passed late Thursday shows how well state government now functions.
       Further proof, they say, is that the budget holds the spending increase to less than 2 percent for the third consecutive year. They call it a family-friendly, business-friendly, and middle-class friendly budget. It raises billions of dollars by extending two taxes that were due to expire. Advocates are upset with cuts to cancer screenings for the uninsured and reductions in funding to care for the developmentally disabled. The deadline for the budget is Sunday, the start of the new fiscal year.
