Northern Tier (WENY) - A Pennsylvania Bill requiring DNA testing after arrests is causing quite a stir at a state hearing. One mother from New Mexico is using her daughter's murder to fight for the bill. That mother is Jayann Sepick. Her daughter Katie was murdered back in 2003. Tuesday, she pushed Pennsylvania Lawmakers to collect DNA from suspects accused of certain crime after arrest, but before conviction. She told the House Judiciary Committee it took three years to convict her daughter's killer, even though he was arrested for burglary three months after her murder. But, the bill received a cold reception from Pennsylvania State Police.
