ITHACA, N.Y. (WENY) - Ithaca Police have arrested 37-year-old Ramell Starks of Ithaca. He was charged with 2 counts of criminal possession of a controlled substance in the third degree, a Class B felony and 2 counts of criminal possession of a controlled substance in the fourth degree, a Class C felony.
Starks was arrested on August 4th following a police investigation at 100 block of Chestnut street in Ithaca. Investigators say they were observing Starks on the street and had prior knowledge that he had 3 active bench warrants issued from Ithaca City Court. Police say Starks was found to be in possession of crack cocaine that was packaged consistent with distribution, a quantity of heroin and fentanyl that were also packaged consistent with distribution, and $500 dollars.
Starks was arraigned in Ithaca City Court and remanded to the Tompkins County Jail without bail.
