HORSEHEADS, N.Y. (WENY) – The Chemung County Sheriff's Office says they have concluded their investigation into the death of county attorney Matthew Rosno.
Officers say that on the evening of December 21, Rosno attended a Christmas party at a restaurant in the Village of Horseheads from about 6:00 to 11:00 at night. At the conclusion of that get-together, he and others went to another establishment in Horseheads.
During the course of the evening, police say Rosno drank several alcoholic beverages. At about midnight on the 22nd, unbeknownst to others, Rosno left the establishment on foot and began to walk in a southerly direction on South Main Street.
At the time, Rosno was reportedly only wearing a suit and didn't have a jacket, hat or gloves on. Police say it was also raining and about 38 degrees out. Rosno then reportedly continued south down South Main Street and at some point crossed Lake Road and began walking east behind a farm house and continued in that direction through a large field.
Police say due to his extended exposure to the rain and snow, and the temperature dipping as low as 34 degrees, hypothermia set in and Rosno lost consciousness in the field. Police say he then eventually died due to the exposure of the elements.
In a statement, the Chemung County Sheriff's Office says, “It is our determination that alcohol contributed to his death. There were no other substances detected in his toxicology and we have absolutely ruled out any suspicious conditions or foul play as contributing factors.”
The investigation is now closed.
