BROOME COUNTY, N.Y. (WENY) -- NYS on PAUSE has been in effect for nearly three weeks, and that includes a ban on all non-essential travel.

Governor Cuomo mandates everyone not critical to their workplace to stay at home, and required all businesses to shutter if they do not fit specific criteria.

But there have been issues with adherence to social distancing.

"I understand that a lot of people are trying to spread -- trying to be positive during these challenging times," Broome County Executive Jason Garnar said. "But I do want to reiterate that there is a 'no unnecessary travel' order, and the governor has issued emergency orders basically banning, whether public or private, non-essential gatherings. And what that means, and again, what we've seen is, you can't have drive-around birthday parties and any types of parades."

The state has also ordered residents to stay off the streets as much as possible, and only go on "solitary exercise" outside.

However, in a daily briefing, Cuomo said the situation shouldn't be equated to a bomb threat. Instead, he said people need to avoid contact with others as much as possible, maintaining at least a six-foot distance.

New Yorkers could be fined for failure to comply.
