CANTON TOWNSHIP, PA (WENY) -- Two Canton residents were charged with endangering the welfare of a child after Troopers say they admitted to sleeping while their children were reportedly running around the neighborhood.

According to Pennsylvania State Police on Saturday around 10:30 a.m., Troopers from PSP Towanda received reports of two toddlers running around the neighborhood of a trailer park located on Newell Road (Route 14). The toddlers were reportedly naked and had feces on them. The two children were 2 and 3-years-old.

Troopers say witnesses tried locating the parents for approximately 30 minutes before they contacted authorities.

The parents were later identified as 32-year-old Chastiti Howard, and 29-year-old Brandon Phillips, both of Canton. Troopers say both parents admitted to sleeping while their toddlers were outside, and they were unattended for an unknown period of time. Howard and Phillips were taken into custody, arraigned on two counts of endangering the welfare of a child, and sent to the Bradford County Correctional Facility on $15,000 bail.
