UPDATE: Chemung County District Attorney Weeden Wetmore confirmed to WENY News Bovaird's arrest is connected to the investigation that happened at two houses in Elmira in May. 

As WENY News reported, police were conducting an investigation at 427 Partridge Street and 319 West Avenue. The victim, Gotay, was reportedly from the New York City area and the suspect, Bovaird, is from the Horseheads area. 

DA Wetmore could not provide any additional details in the case at this time but said more details would be released soon. 

ELMIRA, N.Y. (WENY) -- A Chemung County man is behind bars after being indicted for allegedly taking part in kidnapping, torturing, and murdering another man.

According to the Chemung County District Attorney's Office, 21-year-old Thomas E. Bovaird was indicted by a Grand Jury. He was arraigned Tuesday morning by Chemung County Judge Ottavio Campanella on Murder in First Degree, Kidnapping in the First Degree, and four counts of assault..

According to the indictment, Bovaird is accused of participating in the murder Juan Jose Gotay. According to the indictment, Gotay was shot before the suspects caused traumatic injuries to him. Gotay was then allegedly bound with electrical cord after the suspects mutilated parts of his body, and left him to die in a "remote area in Pennsylvania". According to the indictment, Gotay was murdered sometime on the 29th or 30th of January, 2021.

Bovaird was sent to the Chemung County Jail without bail.

The indictment alleges Bovaird participated in the murder alongside other suspects, but no other information about additional suspects has been released so far. This is a developing story.
