WELLSBORO, PA. (WENY) -- The Tioga County Board of Commissioners awarded C.B.F. Construction, Inc. the contract to build the new welcome facility for the Pine Creek Rail Trail at the Patterson Trailhead. C.B.F. Construction told the county that they will perform the general construction of the building for $1.6 million. Tioga County's Board of Commissioners issued their notice of intent to approve the bid to the company. Barring any hangups, the contract should be officially rewarded to the company in the next 60 days. 

The Trailhead facility will be a 5,000 square-foot facility, located across from Wellsboro House on Charleston St.

The total cost of the trailhead project will run the county about $4.4 million. Tioga County has received both state and federal funding to complete the facility, getting $750,000 in Appalachian Regional Commission funding and $1 million from a Local Share Account grant. The county also has received $1.6 million in funding through a building grant. To complete the project, Tioga County is adding $1 million dollars through Act 13, and an additional $48,000 in Act 13 money. No funding for the project is coming from Tioga's reserves, according to Commissioners Marc Rice and Shane Nickerson.

Tioga County is also awarding contracts for plumbing, HVAC and electrical construction for the trailhead facility.

Construction on the trailhead facility is slated to start in June, and is expected to be completed by Summer 2025. 

Currently, construction on the southern portion of the Marsh Creek Green way is 85% complete, according to the Commissioners. Crews just need to pave the walking path. Officials say work should be done there by June or July.

Tioga County also received a federal appropriations grant to build a trail connecting Hilboldt Rd. to Route 287, and rehabilitate an old railway bridge along the path.

Officials also awarded a county contract to H&P Construction to connect the rail trail to Charleston St.
